1 Release of NSS Reports/Publications and Unit level data

Based on the data collected during 66th Round of NSS (July’09-June’10), 8th Quinquennial round of surveys on Employment & Unemployment and Household Consumer Expenditure, the following reports have been released.

Key Indicators of Consumer Expenditure in India, 2009-10 based on NSS 66th round Survey (July 2009- June2010) released on 8th July, 2011.

Key Indicators of Employment and Unemployment in India, 2009-10 based on NSS 66th round Survey (July 2009-June2010) released on 24th June, 2011.

Employment and Unemployment Situation in India: 2009-10 released in November 2011.

The above reports are also available for free downloading on Ministry’s website,  also the  Unit level data in respect of Sch. 10 (Employment & Unemployment) & Sch. 1.0 (Consumer Expenditure) Type I & II has been released in July, 2011.

The 95th issue of “Sarvekashna”, the bi-annual Technical Journal of NSSO has been brought out during the period.

II NSS Surveys


During the period, the  field work of the surveys i) 67th round on Unincorporated Non-Agricultural Enterprises (excluding Construction), ii) Annual Survey of Industries 2009-10 iii) updation of the Frame of Urban blocks for Phase (2007-12)  of Urban Frame survey has been completed.
    
Field work NSS 68th round survey devoted to the subject of Household Consumer Expenditure and Employment & Unemployment has been started w.e.f. July 2011 and will continue up to June 2012. The subject coverage for the 69th round (July 2012-Dec 2012) has been finalized as Survey on Drinking water, Sanitation, hygiene, Housing Condition including Slums. Presently the deliberation on finalization of survey Instruments by the Working Group on the round is going on.

Besides the above, field work related to Agriculture Surveys under Improvement of Crop Statistics (ICS) Scheme for the year 2011-12, Annual Survey of Industries 2010-11, Price collection surveys in Urban and Rural centres, New Series of Wholesale Price Index (2004-05), Pilot on Periodic Labour Force survey, started July 2011 and International Comparison Programme are also underway and progressing as per the targets. 

III National Seminar


A National Seminar on the results of NSS 64th & 65th round surveys was held on 27th & 28th July 2011 in New Delhi. As many as 38 technical papers based on survey results of these rounds, organized into Five technical sessions, were presented in the seminar.

Major Achievements & Highlights for the Calendar Year 2011

The Social Statistics Division, Central Statistics Office released 10 publications, namely, ‘Millennium Development Goals – States of India Report 2010’, ‘SAARC Development Goals – India Country Report 2010’, ‘Disability in India – A Statistical Profile’, ‘Situation Analysis of Elderly in India’, ‘Manual on Fishery Statistics’, ‘Manual on Animal Husbandry Statistics’, ‘Compendium of Environment Statistics 2010 & 2011’, ‘Women & Men in India 2011’ and ‘Selected Socio-Economic Statistics India 2011’,

The 5th P.C. Mahalanobis International Award honouring the statisticians from the underdeveloped/developing countries for their life time achievements in Statistical theory and practices was given to Prof. Victor Yohai, Emeritus Professor of the University of Buenos Aires, Argentina in the 58th session of ISI held at Dublin, Ireland on August 25, 2011 by  Srikant Kumar Jena, Minister of State (IC), MOSPI. The award contains (a) a Citation, (b) a Certificate, (c) a Silver-coated Memento, and (d) a Cash Award of USD 7500/-.

The Ministry has constituted two National Awards viz., Prof. C. R. Rao Yong Statistician Award and Prof. P.V. Sukhatme Award for Life-time Achievement for the Indian nationals on alternative years. In 2011, the Prof. C. R. Rao Young Statistician Award was shared by Dr. Shallbah, Associate Professor, Indian Institute of Technology, Kanpur and Dr. Rajendra Parsad, Associate Professor, Indian Agricultural Statistics Research Institute, New Delhi. The award carries prize money of Rs. 2 Lakhs, a Citation and a Memento.

As per the directions of Prime Minister of India, CSO constituted an ‘Expert Group on Green National Accounting’ in August 2011 with a mandate to develop a framework for ‘Green National Accounts’ of India.

With a view to promoting common accessibility of data and knowledge on the key development outcomes in India in order to enhance effective planning and monitoring of development activities, CSO released ‘DevInfo India Version 3.0’. This is an indicator based database system that contains more than 500 indicators and approximately 1.2 million records covering sectors like health, education, demography, economy, agriculture, crime, etc.


National Accounts Division

Technical achievements

  • The Central Statistics Office (CSO) released a press note on Quick Estimates of National income, Consumption Expenditure, Savings and Capital Formation for 2009-10 on 31.01.2011 and Revised Estimates of National Income for 2010-11 on 31.05.2011.
  • The GDP at factor cost at constant (2004-05) prices in 2010-11 registered 8.5 % growth, against 8.0 % growth in 2009-10. The growth rate of 8.5 % has been achieved due to high growth rates of in the sectors of trade, hotels, transport & communication (10.3%), financing, insurance, real estate & business services (9.9%), and manufacturing (8.3 %).
  • The GDP at current prices for the year 2010-11 is estimated at Rs.73, 06,990 crore, while the Net National Income is estimated at Rs.65, 03,394 crore. The per capita income during 2010-11 at current prices is estimated at Rs. 54,835/-.
  • The Gross Saving Rate at current prices is estimated at 33.7 % of GDP at market prices in 2009-10, as against the saving rate of 32.2 % in 2008-09.
  • The rate of Gross Capital Formation has also reached a high level of 36.5 % in 2009-10.
  • Quarterly GDP at factor cost at constant (2004-2005) prices for Q1 of 2011-12 is estimated at Rs.12, 26,339 crore, as against Rs.11, 38,286 crore in Q1 of 2010-11, showing a growth rate of 7.7 per cent over the corresponding quarter of previous year.
  • Quarterly GDP at factor cost at constant (2004-05) prices for Q2 of 2011-12 is estimated at Rs. 12, 27,254 crore as against Rs. 11, 48,472 crore in Q2 of 2010-11, showing a growth rate of 6.9 per cent over the corresponding quarter of previous year.
  • The growth during H1 (April-September) for the year 2011-12 at constant prices is estimated at 7.3% over the corresponding previous half yearly.
  • Population segment specific Consumer Price Index (CPI) numbers do not reflect true picture of the price behaviour in the country. To overcome the above, the Centrai Statistics Office (CSO), Ministry of Statistics and Programme Implementation has introduced a new series of Consumer Price Indices (CPI) for all-India and States/UTs separately from rural, urban and combined (rural plus urban) for the purpose of intra temporal price comparison with effect from January, 2011 with 2010 as the base year. These new indices are compiled at State/UT and all-India levels. Annual inflation rates based on this CPI series would be available at the time of release of indices for January 2012, when the indices for one year are available.

Meetings & Workshops organized

  • Two Meetings of the Advisory Committee on National Accounts Statistics which deliberates and advises on the methodological aspect of compilation of “National Accounts Statistics” were held on 8th April 2011 and 14th Dec 2011.
  • Fourth Meeting of the Task Force on compilation of Satellite Accounts in respect of Non - Profit Institutions in India held on March 15, 2011. The Task force approved the results of the survey of Non-Profit Institutions conducted by Central Statistics Office in collaboration with the Directorate of Economics and Statistics of State/UTs.
  • Regional workshops for training of the State personnel in compilation of “Gross State Domestic Product (GSDP)” and other related aggregates have been organised in conjunction with the State Statistical Bureaus at Bhopal, Guwahati, Chennai, Bangaluru and Patna from the month of August to December 2011.

MPLAD Scheme

Objective:  The Member of Parliament Local Area Development Scheme (MPLADS) was launched in December 1993, to provide a mechanism for the Members of Parliament to recommend works of developmental nature for creation of durable community assets and for provision of basic facilities based on locally felt needs. The annual MPLADS funds entitlement per MP under the scheme has been enhanced from Rs. 2 crore to Rs. 5 crore w.e.f. 2011-12.

Nature of the Scheme:  Under the scheme funds are released in the form of Grant-in-aid as Special Central Assistance directly to the Districts.  The Ministry of Statistics & Programme Implementation has prescribed a set of guidelines for implementation and monitoring of the scheme.   The guidelines are revised from time to time to make the it more responsive to the local needs without compromising the basic principles of the scheme.  As many as 13 reform circulars on guidelines have been issued in this year till date.

Impact:  Direct physical monitoring of MPLADS works on sample basis in selected districts is being done through independent agency viz. NABARD Consultancy Services (NABCONS). In their overall assessment of the implementation of MPLAD Scheme, the NABCON has reported that since its inception, the Scheme has immensely benefited the people of the country by meeting the local community developmental and infrastructural needs such as drinking water facilities, education, electricity, health and family welfare, irrigation, non-conventional energy, community centres, public libraries, bus stands/stops, roads, pathways and bridges, sports, etc.  These works are sanctioned, executed and monitored as per the provisions of MPLADS Guidelines.

Physical and Financial Progress of the Scheme since inception

  • Rs.23980.25 crore has been released (including release of Rs. 1489.69 crore up to 30.11.2011 during the financial year 2011-12) since inception of the Scheme.   As reported by the Districts, an expenditure of Rs.21442.88 crore has been incurred under the Scheme.  The percentage utilisation over release is 89.42.
  • So far 12, 74,878 works have been sanctioned and 11, 59,589 works have been completed.  Percentage of works completed to sanction is 90.96.

C. A. P. - Year End Review-2011.

  • A Five Year Strategic Plan of the Ministry was drafted giving the road map for the five years period 2011-16;

  • The State Statistical Strengthening Project was given a fillip as a result by the end of year State Strategic Plans for 7 States had been approved with a total outlay of Rs.390 crores;

  • A Sevottam Compliant Citizens’ / Client Charter of Ministry was drafted and uploaded on the web site of Ministry to empower the citizens / clients in relation to public service delivery;

  • A system of handling public grievances was introduced providing a link on the Ministry’s web site to the central portal of CPGRAM to handle staff / public grievances in a time bound manner;

  • An MOU was signed with the Government of the Islamic Republic of Afghanistan for capacity building in the field of statistics;

  • Statistical Year Book 2012  was  released in a glittering function by MOS(IC) for Statistics and Programme Implementation in electronic made and also uploaded on the web site of the Ministry; and

  • Represented India in BRICS Technical Meeting at China on joint statistics publication of the BRICS countries, and exploring areas of cooperation in the field of official statistics.


I.P.M.D- Year End Review, 2011


1. The Infrastructure & Project Monitoring Division monitors the implementation of Central Sector Projects (costing Rs. 150 crore and above) in 16 Key Infrastructure Sectors as well as the performance of 11 key infrastructure sectors.

2.   As per the latest Report for the month of September, 2011 there are 566 such ongoing Central Sector Projects (costing Rs. 150 crore and above) whose original cost of implementation was about Rs.6, 67,074.68 crore and anticipated completion cost likely to be Rs.7, 87,393.95 crore. This reflects a cost overrun of 18%.  41% of the projects i.e. 234 projects are delayed, with the average time overrun being about 15 months for all projects and 35 months for the delayed projects.

3. The infrastructure performance recorded positive growth during the year 2011-12 (April–September) over the corresponding period of the previous year in various sectors such as power generation (9.3%), production of finished steel (7.7%), cement (2.5%), fertilizers (0.4%), crude oil (5.1%) & refinery (4.7%), goods traffic carried by Railways (4.8%), cargo handled at major ports (3.1%), import cargo handled at airports (4.1%),  and passengers handled at International terminals (7.8%) and domestic terminals (18.8%) of the airports.  The negative growth over the performance with respect to the previous year was observed in some sectors namely the production of coal (4.8%), natural gas (8.5%), up-gradation of Highway [NHAI (0.3%) & NH (O) & BRDB (34.3%)], export cargo handled at airports (0.7%), net addition in switching capacity of telephone exchanges (92.4%) and net new wireless (Cell) phone connections (40.0%).

Recent Initiatives

4. To facilitate resolving of various extraneous issues/bottlenecks such as land acquisition, encroachments, delay in issue of clearances and shifting of utilities, etc. which are increasingly having a bearing on the implementation of Central Sector Projects, all States have been requested to constitute Central Sector Projects Coordination Committees under the Chief Secretaries in which concerned PSUs in the State, the concerned Departments of State Government and Agencies etc. are also represented. Many States have already constituted these Committees and meetings have been held.  Additional Secretary and DDG (PI) attended the meeting of CSPCC, Assam held in September, 2011. Director (IPMD) participated in the meeting of CSPCC, Rajasthan held in November, 2011.


5. Recognizing the importance of Project Management in the improving the project implementation, this Ministry is supporting various initiatives in promoting the Project Management discipline and training. Five-day training for public sector employees in project management is being organized by this Ministry once in each quarter.

6. The status of implementation of projects have been taken up by the Minister with the Ministers of Coal and Road Transport & Highways in November, 2011.

7. Field visits to various project sites (Nimoo Bazgoo project, Leh, NHAI projects in Pune, Chennai, Hyd’bad, Gorakhpur, Airport project in Ahmedabad, Panipat Refinery etc.) were made during the year.

TWENTY POINT PROGRAMME (TPP) - Year End Review -2011

1. The Twenty Pint Programme (TPP) was launched by the Government of India in the year 1975 and has been restructured thrice in 1982, 1986 and again in 2006. The restructured programme, known as Twenty Point Programme (TPP) – 2006, became operational with effect from 1st April, 2007. The TPP – 06 is meant to give a thrust to schemes relating to poverty alleviation, employment generation in rural areas, housing, education, family welfare & health, protection of environment and many other schemes having a bearing on the quality of life, especially in the rural areas. The Twenty Point Programme (TPP) – 2006 consists of 20 Points with 65 items which are monitored on annual basis. Out f the 65 items, 20 items are monitored on monthly basis also on the basis of progress report submitted by State Governments/ UT Administrations and concerned Central Nodal Ministries. Performance of 15 of the 20 items is monitored against pre-set targets which are fixed by concerned Central Nodal Ministries. The Ministry releases a Monthly Progress Report (MPR) on implementation of monthly monitored items. During the financial year 2011, MPR’s have been released for the months of October, 2010 to September, 2011 respectively. In addition to MPR, an Annual Review Report on TPP – 2006 covering progress of implementation of all items during the year under TPP – 2006 is also released. During 2011 Annual Review Report for 2009-10 has been released.

2. In order to strengthen the monitoring of the implementation framework of schemes/programmes covered under TPP – 06 TPP Division of the Ministry has been mandated to undertake Monitoring and Impact Assessment Studies on selected programmes/ schemes covered under TPP- 2006.  So far, the Ministry has undertaken two Impact Assessment Studies. First relates to impact of MGNREGA in 3 selected districts of North Eastern States namely Mon (Nagaland), Saiha (Mizoram), Dhalai (Tripura).  The second study related to rehabilitation of Disabled persons under Deendayal Disability Rehabilitation Scheme (DDRS) in the States of Delhi, Karanataka, Madhya Pradesh and West Bengal. The concerned Nodal Ministries will be apprised of the findings of these studies in order to improve the performance of schemes/programmes undertaken for study.

3. Ministry of Statistics & PI also undertakes review meetings at National and State levels as part of monitoring and consultation mechanism. Two National Review Meetings of TPP-06 have been successfully held so far on 28.10.10 and 11.11.11 respectively. These review meeting are held to review the overall schemes /programme so to improve the implementation of schemes/programmes covered under TPP. The meeting addressed the core issue with States Govts/UT Administrations and with concerned nodal Ministries viz. State-wise performance of Programmes and Schemes covered under Twenty Point Programme, Variation in reported performance figures by States/UTs and furnished by Central Nodal Ministries, Delays in reporting of monthly performance figures, Constitution of TPP Monitoring committees at State, District & Block levels and their meetings at regular interval, Target fixation approach taken by central nodal Ministries, suggestions for revamping of TPP – 2006, need for a single portal of TPP, difficulties faced by the implementing agencies in the implementation of schemes/programmes and suggestion for dropping obsolete schemes/programmes and inclusion of new schemes  in view of the Bharat Nirman and  new flagship programmes of Govt. of India. ---PIB
