It has also stated that the Ministry of Minority Affairs has a small programme for scholarship for Muslim girls and the number covered are minuscule, while in fact out of a total of 78.68 lakh scholarships for the minority communities, 38.45 lakh scholarships have been awarded to girls which represents 49% of the total scholarships awarded by the Ministry. </span></div><div style="text-align: justify;"><span class="Apple-style-span" style="font-family: 'Trebuchet MS', sans-serif;"><br />
</span></div><div style="text-align: justify;"><span class="Apple-style-span" style="font-family: 'Trebuchet MS', sans-serif;">Shri Pala also informed the House that the allocation for the Ministry of Minority Affairs for 11th Five Year Plan is Rs.7,000 crore and considering that this is the first Five Year Plan for the Ministry, the allocation cannot be considered as token. Further, the Ministry of Minority Affairs had launched the New 15 Point Programme for the Welfare of Minorities in 2006.The Programme has been formulated in a manner so that it provides for earmarking up to 15% of the total annual allocation of each Ministry/Department concerned in important schemes which affect the social, educational and economic status of the minorities. At the local level, the progress of implementation of the programme is reviewed by the State and District Committees regularly where Members of Parliament, Members of Legislative Assembly, representatives from the Panchayati Raj Institutions and also representatives from Non-governmental institutions dealing with minorities have been included. At the Central level, Ministry reviews the progress on quarterly basis. In order to facilitate under-graduate and post-graduate students for applying for scholarship, On-line Scholarship Management System has been launched from this year for merit-cum-means scholarship for technical and professional courses. In order to help and guide the intended beneficiaries, a helpline for guidance has been set up by the Ministry. Information with regard to guidelines for various schemes, progress reports, photographs of work done etc. are also made available on the website of the Ministry, Shri Vincent H. At present families having annual income less than Rs.55,000/- in urban areas and less than Rs.40,000/- in rural areas are categorized as eligible. Term Loans are provided by NMDFC through the State Channelising Agencies (SCAs). Micro Credit is given to the eligible minorities, organized into Self Help Groups (SHGs), through non-Governmental Organizations (NGOs) and the SCAs. NMDFC also supports promotional schemes like Vocational Training, Marketing Support and Mahila Samridhi Yojana through the SCAs as well as NGOs. </span></div><div style="text-align: justify;"><span class="Apple-style-span" style="font-family: 'Courier New', Courier, monospace; font-size: large;"><br />

An amount of Rs. 20.79 crore was utilized for awarding these scholarships. Cumulatively 59,303 scholarships have been awarded to meritorious girl students under this Scheme since inception till 31st March 2011, for which an amount of over Rs. 68.99 crore has been utilized. For 2011-12 a target of 20,000 scholarships has been fixed under this scheme for meritorious girls. </span><br /><div style="text-align: justify;"><span class="Apple-style-span" style="-webkit-border-horizontal-spacing: 2px; -webkit-border-vertical-spacing: 2px;"><span class="Apple-style-span" style="font-family: 'Trebuchet MS', sans-serif;">The corpus of MAEF, which stood at Rs. 100 crore in 2006-07, has now reached Rs. 550 crore with the infusion of Rs.125 crore in 2010-11. For 2011-12 an amount of Rs. 200 crore has been earmarked for release towards the Corpus of the Foundation. MAEF has provided financial assistance to 998 NGOs for promotion of education since inception. </span></span></div></div>
